ABSTRACT

This research project examine on entrepreneurship as a panacea for employment generation with a case study of Femtech.
The concept of entrepreneurship was first established in the 17oo’s, the meaning has evolved ever since. Simply equate it with starting one’s business. An entrepreneur is one who is willing to bear the risk of a new venture if there is a significant chance for profit. When we carry out the objective of the study we realize that entrepreneurship development has become a sort of necessity as a result of high rate of unemployment among graduates. Entrepreneurship development can be relied upon as panacea to the problem of employment in the country. In the literature review the section is divided into, conceptual issues, and theoretical literature the view of different authors in relation to SMES, the concept of SMES is dynamic and relative (Otokiti, 1985; Olorunshola, 2004; Ogunleye, 2004). Several institutions and agencies define SMES, with parameter such as employee’s size, working capital. Against expectation from most Nigeria literature on the lack of a comprehensive definition on structure of industries particularly small scale industries.
In methodology the chapter describes the methods used in this study which include the research design, population, sample size determination, sampling technique and procedure and method of data analysis. This include the study area which give a brief description of the area study as the case study of this research.

CHAPTER ONE

BACKGROUND OF THE STUDY
1.1 INTRODUCTION
The performances of most organizations both private and public section are mostly depend in organization structure.
Bureaucracy in any organization brings efficiency and effectiveness to that organization design. Bureaucracy was popularized by max Weber in 1922 in his work the theory of social and economic organization.
According to him “bureaucracy means office power” because it adapted its name from French, “Bureau” in French means office, while ‘cracy” being anglicized Greek work for power.
The two words now join together (bureaucracy) means office power, max Weber became father of the day, he gave definite meaning to that organization system.
Bureaucracy which is the same with public service organization is characterized with high degree of specialization between the service and department.
The Bureaucracy approach to organization design is highly intended to control the affairs of organization structure by ensuring a high level of predictability in every worker’s behaviors.
Through the application of general rules and procedures, the bureaucracy system ensures that the workers and as well as the customer of the public services receives fair treatment.
Bureaucracy as the traditional approach to public services postulates a system based on the legitimacy of controls by the superior and obligation of obedience by its nature and enforced by a system of sanction or rewards.
1.2 STATEMENT OF THE PROBLEM
As bureaucracy is a tool for effective performance in the public sector, effort are not made to set pace not tempo for measurement, type and basic uses of organization relevant for varying level of effectiveness and efficiency requirement in the organization. This study is therefore, intended to solve the problem.
However, the empirical investigation of the study was based on the academic situation using Kwara State Polytechnic as a case study.

1.3 OBJECTIVES OF THE STUDY
Bureaucracy is purpose chosen as my focus due to its important to an organization. I therefore, see this as paramount to the understanding of organization performance with particular reference to Kwara State Polytechnic, Ilorin.
The objective of this study includes:
 To examine the meaning nature and scope of bureaucracy
 To examine the important of bureaucracy to the public sector
 To examine the bureaucracy structure of Kwara State Polytechnic, Ilorin.
 To examine the meaning nature and scope of public sector.
 To examine the purpose of public to both individual and government.
 To see into the problem faced by public sector problem.
 Above, all to examine how bureaucracy can be used a total to aid effectiveness and to seek efficiency in the public sector performance.

1.4 IMPORTANCE OF THE STUDY
The importance of the study are these:
 The study helps to confirm that bureaucracy is paramount in any formal establishment which public sector happen to find itself.
 The study throws more light on the role of the bureaucracy is a total for effective performance of an organization.
 Furthermore, the study also serves as a foundation for further studies in social science field.
 Ultimately, the study will help to improve performance in public sector and contribute to academic development.
 Above all stated, the study will to contribute towards societal advancement.

1.5 SCOPE AND LIMITATION OF THE STUDY
The scope of this study is limited to bureaucracy as a total for effective performance in the public sector with particular reference to Kwara State polytechnic, Ilroin.
And also, the limitation of this research work are time constant financial constraint, as additional page could not be added, owing to financial handicap.
1.6 DEFINITION OF THE TERMS
Bureaucracy: Combination of French and Greek words means office power.
Effectiveness: According to oxford Dictionary means the state or equality of being able to perform or have and effect or efficient in task performance in practical application to public sector and services.
Public Sector: It means what is generally referred to as government services which include the civil services government parastatals, policy and armed forces.
Public Services: The public services include the government parastatals or government companies or enterprises public utility, public corporation or social service oriented, state owned companies and mixed economy enterprises.

1.7 ORGANIZATION OF THE STUDY
Chapter one comprises of background, introduction, statement of the problem, objective of the study, important of the study, definition of terms used and organization of the study.
Chapter two deals with literature review, chapter three deals with research methodology, chapter four deals with the concept of public sector.
Chapter five entails recommendation and conclusion.
