In our present society, communication is more or less the “cannot – do – without” that people always say and the strength of every successful business generally.
The impact of this can be felt in the life of individuals, homes and government establishment, without adequate communication network every activity is useless (paralyzed).countries all over the world has communication industry whose duty it is to acquire communication lines and distribute it equally among the populace of the nation. Most companies need great strength or determination to make it work. In Nigeria the button for communication distribution network is given to Nigeria Telecommunication limited (NITEL)
This project work research into the procedure and criteria involved in the telephone line allocation in inhabitants of Enugu by Nitel. In Nigeria today NITEL is having a very big problem with lines allocation due to the fact that it is speculated that lines available to NITEL cannot comfortably go round the country. In the process of this research it was found out that the real problem NITEL is facing were made in the problem, which at the end resulted in the arrival of solution to the problem. A new computerized design, which will always use the available lines at any time to equitably meet the demand of telephone line subscribers in the country; this computerized design is more accurate, reliable even easy to use and comparatively cheap

INTRODUCTION
Communication is so important to the world’s activities. People who are separated by distances can effectively and conveniently reach one another to do business together through communication. This is therefore very necessary that every government provided enough and adequate communication for it’s citizens so that they will have a sense of belonging in the Global world.
The so-called western countries are where they are today because they realized the importance of communication and followed it up with better (good) approach. The major problems in the so-called under developed countries are their nonchalant effect on the economy.
Our country Nigeria is still in the “dark” age because they have failed to appreciate and fully embrace communication in its fullness. The sole telephone line subscriber (NITEL) in Nigeria today had failed to provide enough lines for its citizenry and the available ones are not distributed equally so that every citizen will have a share of the “essential commodity”.
The mode of telephone lines allocation by NITEL is inconsistent and unreliable in the sense that NITEL has failed to strictly follow the criteria laid down by it’s management in telephone line allocation. Recently, NITEL has cut down it connection fees but problem of telephone line allocation still persists. This why I chose to write this topic with a view of the coming out with a lasting solution to the work on the neck of NITEL, which affects the country today and it decreased the rate of development.
1.1 STATEMENT OF THE PROBLEM.
Lines that are available in the nation today is not enough to serve the teaming population and among the available line, many are faulty because of lack of maintenance. Our government is not given enough funds to NITEL management.
NITEL is crying daily for insufficient line, but with all this more than one line are allocated to some individuals
The Network of NITEL cabinets are no longer useful and the under-ground cable system is no more serving the population currently in the society.
NITEL is finding it difficult to maintain the identity and record of its subscribers, this makes it impossible for them to know the people line are allocated to and those people lines are not allocated to.
1.2 AIM AND OBJECTIVE OF THE STUDY
The primary aim of this project work is to provide lasting solution to the problem by computerizing the maintenance of record of NITEL subscribers to help track down double subscribers and follow up of allocation line.
1.3 OBJECTIVE
To eliminate multiple allocation subscribers.
Also to make sure that the available lines are distributed equitably. The record be made easy access.
Monitor the people line are allocated for effective update and communication
1.4 SCOPE OF THE STUDY
The research is limited to telephone line allocation as it is maintained with NITEL PLC ENUGU. It critically studies the current system in use defecting the problem facing the system, analysis of the problem and coming up with a modified system that well solve the current and further problem that may come up with little or no modification. This will do a lot of good.
1.5 LIMITATION
Our time and money was our major physical problem during the course of the project work. (or should I say my time and money) with my studies and exams at hand I just have limited time to carryout this research very extensively. However, I did a detailed research work.
